Preheat oven to 375°F. Grease an 11 x 7-inch baking dish.
Cook pasta in boiling water for 7 minutes, then drain well. Grill or sear sausage and slice into in ½-inch pieces. Combine pasta, sausage and roasted peppers in a large bowl and set aside.
Melt butter in a saucepan over medium heat; whisk in flour. Gradually whisk in cream and chicken broth. Simmer 2-3 minutes to thicken slightly. Stir in cheese until melted and smooth. Add salt and pepper to taste.
Combine sauce with pasta mixture and stir well. Pour mixture into prepared baking dish and sprinkle with Parmesan cheese. Bake 30-35 minutes, until bubbly and beginning to brown.
